I would say they did. Prior to them switching it on in iOS it primarily existed in Japan. Once they turned it on it made other phones adopt it as well. They didn't invent emoji by any means but they appear to be the reason that it's common now.

Windows Phone (and Windows 8) had emoji long before iOS did, but not the userbase to make it popular I guess.
