How can I sync and view my Notes and Reminders of my iPhone which I have synced with my iCloud account in Windows 7 ?

you view them online at icloud.com.

they already are syncing between the phone and cloud so if you want to view them on a PC you go to the icloud site or you need an interface like Outlook.
