How can I flip a picture in iOS?

Hey I'm just curious how I can flip a picture horizontally or vertically in iOS. Do I need to download another photo app for that? I know you can rotate a picture 360 degrees but it seems you can't just flip it. You can tell if a picture is reverse by looking at words on a persons shirt or something like a sign on the wall behind them. Any options out there?

Photoshop Express, Snapseed, PicsArt Photo Studio are some to try.
