I know that I can sync my iPhone but I am changing computers and cannot get my already purchased songs from there. Is there any way to get my purchased songs like going to iTunes and logging in and acting like I am going to purchase the song and it just downloads for free on my phone since I already bought the song once?

Unfortunately, you can't. (Unless I completely missed some recent change to the policy)
 
That's why I thought, how are you suppose to transfer iTunes then if your computer goes out on you or if you buy a new one?

iTunes will just warn you that you already purchased the song and then ask you if you want to purchase it again. If you select yes, it will charge you again and start downloading it.

Music is a one time download unlike apps on the iPhone.
 
You are supposed to copy the music from your old iTunes to your new one. This is why every time you click on the purchased music album it warns you to back it up.
