I want to stay at the current version of iOS 12 on my iPad Air 2 because i was just warned not to update to iPad OS 13 because of some glitch that causes the wifi to fail (appears to be an iPad Air 2 specific glitch) so i want to avoid it at all costs but the iPad keeps asking to update, How can i make it stop asking to update until i decide to update when a newer revised iPad firmware version comes out and how do i make the red "1" sign on the settings app disappear?
 
Install a tvOS 13 beta profile. That will stop iOS from asking for update. As for the dot, delete the downloaded update file and restart. Hopefully the dot will go away.

Install a WatchOS 13 beta or another beta profile.

I have an Air2 on 13.1 and have absolutely no issues with WiFi.. Don’t believe every device acts the same on the same version of iOS. Everyone’s experience is different and although some have problems, most do not

Since Apple does not allow users to downgrade their version of iOS (at least beyond a very short window) it is wise to be overly cautious before upgrading.
