how can i open and export a .cue?

what software can i use to both open a .cue to play, and then export it to another format like AIFF?

A .cue goes with a .bin file. A .cue just contains instructions for your cd writing software to burn the contents of the .bin to CD/DVD.

it's just audio. one of my pc friends sent it to me. i can open it in virtual pc, but vpc doesn't have the good audio quality and it skips sometimes because it's slow.
