How come I can download offline videos on YouTube when I'm in a foreign country?

So when I went to the Philippines and Thailand, I was given the option to download and save videos, and they worked without YouTube red. I didn't test out if they were able to play in the background, but what is this? Why do thes countries allow this to happen without YouTube red?

When I return to Canada all these options are gone
