What I mean is, I sync photos to iPad, it optimizes each one.

If I restore my iPad or delete the photos, and re-sync them later, it skips the optimization this time around.

What is going on here? :confused:
 
In the same folder where you've stored your album folders, iTunes creates a folder called 'iPod Image Cache'. This is where your optimised images are stored.
They're still linked to the actual images they came from, so if you remove/add images to the original album folders, the changes will be replicated in the cache.
