Click it --> View Profile --> Edit
You can then take a pic via camera or upload a photo.

Oh weird. It's definitely there for me. Is your device managed via screen time or something?
Do you have a Mac? See if you can update it there on a Mac using the Music app?
Other than that, the only other thing I can think of is logging out of iTunes and back in.

Nothing changed. Running the latest beta, must be how it is because it’s the same on my PC.

This would be a pain but you can try deleting the Music app and re-download it again from the App Store.

You need to have it saved in your photo library to change it on the phone.

Do you have a profile set up? In your screenshot, it looks like you'll need to click "See What Friends Are Listening To" and then create a username and add your profile picture.
