iOS How do I cancel my iPhone Developer Program altogether?

I'm trying to cancel my iPhone Developer Program altogether without canceling my Apple ID. How do cancel it (by myself) and still keep my Apple ID or will it affect my ID at all?

If I can't do it by myself what number do I call?

Or can I have two developer programs open under the same Apple ID?
