How do I direct downloads to "ask" where to download files in Mac OS Sonoma 14.5 (soon to update)

Of course I am willing to do this in various apps I use, browsers and mail. But I CANNOT seem to find where to direct the system to "ask" where to save something when I download it. Any help appreciated. Frustrated I could not find this on my own !!!
