I want to get rid of my Jailbreak, do a clean wipe, and go back to a fresh iOS 8. whatever on my iPhone 6 Plus.

I connected my 6 Plus to my PC, and to iTunes, and do the restore thing, and it tries to download the 8.3 update and use that to restore and start fresh, but each time, it fails downloading the 2.2GB file. each time ?
But I never have issues downloading any files on this PC, and I have plenty of SSD space available on my C/Drive.
 
I didn't have my SIM card in, and says the SIM must be I'm to restore ? Why would that even matter ?

the SIM card should not be needed to restore. However, the SIM card will be needed to activate the device after a fresh restore

Try manually download the ipsw file and hold shift + click restore and select the ipsw file to restore your device
 
The sim is not needed to restore but without a sim you will be stuck on the welcome screen waiting to activate the phone.
Without a sim you will not be able to go past that screen.
About why your PC doesnt download the .ipsw file via itunes not sure.
Use another computer with the latest itunes installed.
