I don’t know why it shows mail, of all things, whenever I have headphones plugged in and double click the home button to switch apps. If possible I’d like to not have any recommendations show up there, but if that’s not possible it should at least learn the apps I actually use with headphones.

That's Siri app suggestions. It learns when and where you use apps most then puts them on the screen at that time or location. You can turn it off if you want..
 
are the settings somewhere else? I already had all these switched off, still no luck. And it still doesn’t make sense that it’s recommending an app that I don’t think I’ve ever used with headphones. It wouldn’t bother me as much if it actually recommended any of the games I usually play with headphones on but it doesn’t

If you have Siri completely shut off and everything associated with Siri disabled I’m not sure why you would have that notification..
