This means that every 15 minutes Gmail will automatically check for new mail and, if there is any, it will automatically download it for you. It'll even update the badge on the homescreen so you know there's new mail without having to open the app.
You will have to turn on fetch in settings. Settings > Mail > Fetch New Data. Here your options will be every 15 mins, 30 mins, hourly, or manually. manually is probably the option you have on now. You can also choose Advanced and pick a different setting for each mail account if you have multiples.
