I have a Time machine backup, but it wont let me enter it on my new macbook. So how can I import my itunes libary to my new macbook so I can then sync my iphone to this computer and have my music?

First thing to try is this :

While in Time Machine, press the key combination shift-command-C. The front window will show all mounted volumes. All snapshots should now be accessible. Select the one you want and navigate to the files you want to restore.

Can you give some more information - on your old Mac where you backing up to an external hard disk ?

Do you still have your Old Mac or just the Time Machine Backup ?
 
As James mentioned, do you still have the OLD Mac so that it can be turned on?

My suggestion:
- Get an external drive large enough to hold the library
- Boot up the OLD Mac
- Connect the external drive, go to your home folder, and copy the iTunes music folder to the drive (using the finder). DO NOT USE TIME MACHINE
- Take the drive to the NEW Mac and connect it. Let the icon mount on the desktop.
- Open the drive icon so that the (old) iTunes folder is visible.
- Now open iTunes (or Music) on the NEW Mac, and see if the import function will work.
