How do I make my external HD's go into sleep mode?

My Western Digital Element external HD's still spin when my iMac goes into sleep mode. Is this normal for this brand/model? I've owned dozens of external HD's during the years and have never experienced this before. Currently on a 2020 iMac, 12.3.1
