Is there software that is given out by apple that will allow me to make my own app?

Learn to crawl first..

Got to be honest, if Google is presenting challenges then programming is probably a step too far.

Thanks for the link. I, too, have been thinking about learning how to make iPhone apps. Does any one know, if I want to make an app just for my own personal use and not for public release, can I upload it to my phone locally or does it have to go through the App store?

You have to pay the $99 developer fee that allows you to take your app and upload it to your phone ad hoc.

Right near the start it says you have to Jailbreak the phone: so this is not going to work if you want on the app store...

The only problem would be code signing, but you can actually develop an iPhone application on Windows and compile for the AppStore on a Mac. Also I've found this interesting article at Ars but he used a Mac to compile/run.
