how do i make this basic background?

I've seen it across all sorts of websites for iPhone apps or Mac applications,
but i can't seem to make it by making a colored layer and adding an inner glow, because the inner glow always comes out all square and messed up.

how do i do it?

The easiest way is to use a circular gradient from the center.

just from white to blue?

or perhaps, a white to transparent gradient on a separate layer over a blue layer?

Just use the two colors you want at each end of the gradient

This should help to clarify. Just follow the gradient directions in the tutorial listed below and as the poster above stated, it is then a matter of just picking your preferred colours.
