How do I MOVE (not share) photos to the an iPad?

I'm trying to move my mother from a Late 2009 Mac Mini to a new iPad. Using my 2012 iMac as a go-between, I was able to transfer her Photos library to her iPad, but I can't edit/delete any of them.

How do I MOVE the photos to the iPad so she can edit and manage her library? I know she could use iCloud photos, but I don't want to pay for that (yes, I know it's only $1/month).

did you airdrop the photos to the iPad or sync them. I think Airdrop will solve the problem.

She has 10 GB of photos. Would they get sorted into memories and everything correctly?

If the metadata is still intact it will. Test a couple photos first but it does for me.
