i am using photoshop cc 2014 and i want to recreate the static effect on the american flag on to another, i was wondering how i can successfully do that??

Mess around with: Filter>Wave... There are endless possibilities. Or use 'Liquify'.

My Take.

Wave selectively applied to a few rectangular selections with generous feathers.

Second layer with an Artistic Filter (Grain/Horizontal) applied.

And then a special touch ... applying the reversed grain to the areas outside the white lines (into the black).

Took v1, skewed it slightly (as in the OP's graphic) and added a few more waves.
