how do I restrict/approve payment for teens

hello,
my son is 14 and has his own iphone and own itunes account, I added him to my account under family sharing but wanted to approve any purchases he makes on his account as my paypal is the method of payment on both account as he doesn't has a source of income. How do I restrict purchases or only allow purchases upon my approval from his account on his phone?

I'm not sure you can unless it is a child account. I set up a child account for my granddaughter (10) and she has to request permission from me as a part of the purchase process before she can complete the transaction.
