How do I set up a "house iPad" without personal details?

We've got a few iPads in the house as we've never sold one when we've upgraded. I'd now like to use the oldest one, the iPad 2, as a general lounge guest iPad offering Remote (for Apple TV), Safari, weather, train times, amazon fire remote etc - nothing that contains personal data e.g. email, calendar, notes, reminders

Any idea on how I might go about this? Do I set up a new account under iCloud family (where we have me, my wife and three kids already)? I would like to be able to use the paid apps without buying them again.

No need for a new account. Just don't set up the iPad with any iCloud account. Only put in account for App Store, sign out every thing else.
