I shared a playlist via link, but it has none of the songs that I have in my iCloud Library that aren't on Apple Music. Is it impossible to share those, or is there some settings I have to check, or what?

I'm not sure I understand. When I share a playlist the receiver gets a list of the tracks. They don't download but they can play them.

Okay, I explained it poorly. I have four songs that isn't on iTunes itself but uploaded from my own collection. Generally, these are songs I doubt will be on there for a while, if at all. I then share my playlist. She can access all of the songs that are on iTunes proper, but none of the songs that I had to upload on the basis of it not having them. And those are some os the best songs in my opinion.

The person that you're sharing your playlist with will not be able to see songs in your playlist that are not currently in the Apple Music library. I'm assuming this is for DRM reasons, but who knows. Maybe this is an oversight, or maybe it was intentional...can't really say at this point.

I hope it's not a DRM issue. Some of the song I have on my list will never have a release. Steven Universe will never have albums of the songs, or so they say. FiM will likely never have albums, either. :\

I hear you...but think about what you just said. If those songs aren't on iTunes, and you share a playlist with a friend, then you are essentially giving them the song for free. I'm assuming this is definitely DRM at hand. I just replicated this myself, and you're right. Any music that does not match to Apple Music's Library will not come across to other devices when you share a library with another device. Bummer.

Then I suggest just sending them copies of the tracks so they can add to their library. I do think Apple will not permit sharing of local libraries (or local tracks uploaded to IML).
 
And that makes iCloud Music Library significantly less awesome in my opinion.
