How do i keep my iPhone 5 and my iPod touch 5G in sync with all my installed cydia tweak?
Can i use an open-backup file to do this?
Any way to even do this?

Pkgbackup should work I believe. Do you have a ton of stuff installed? Because you could always do it the old fashion way and install AppInfo, email yourself a complete list of everything installed, then just go down the list and install everything on your 2nd device. Me personally, I would do it this way just so I have complete control over what I install and so I can do it all individually just to prevent the tiny chance of something going wrong. Plus you can make sure everything you're installing is compatible with the 2nd device. I'm sure mostly everything is safe to install but it doesn't hurt to be safe. But to each his own. I'm sure other members have an even easier solution.

Edit: I just came across this brand new article from a day or two ago over at iDownloadBlog. The article discusses a couple different ways to backup Cydia packages. You might find some useful information here.
