You can use DVD Imager .
This creates a Disc Copy image of a DVD, using the Video_TS folder.
Then simply burn the image with Disk Copy on a DVD.

Maybe Roxio Toast 6 can help you?
Remember, a Video CD uses MPEG 1 compression, while SVCD and DVD use MPEG 2 compression.
I know Toast 6 can easily convert movies to MPEG 1 or 2, so I would give it a try... Good luck.
