How do I turn off always on Siri on Apple Watch WatchOS 5, or have it require the user to say "Hey Siri"

I liked the ability to say Hey Siri to my watch when I wanted to do voice commands, but in WatchOS 5 the way Siri is activated doesn't listen to "Hey Siri" instead it is always listening. I prefer to not have my watch always listening to me while its display is on, so does anybody know how to turn off Siri voice monitoring, or better yet, have it require the user say Hey Siri before it listens for commands?

It actually doesn't work that way. It's only listening for a short time after the screen activates, and you have to have the watch close to your mouth for it to register the command. You can disable it in General -- Siri -- Raise to Speak (turn it off).

But it's not always listening.
