I recently bought a 6S on 10.2 but when I found out I couldn't pair it w my watch I decided to return it and buy the 7 with the news of a Pangu 10.3.1 JB dropping next week. How do I safely restore the software to stock?

Back it up, put it in DFU mode and restore it using iTunes.

Also do I need to back it up if I have everything on my other phone?

Back it up. The process will wipe the phone.

Device Firmware Update... Make sure that you’re running the latest version of iTunes. Then, put your device in DFU mode and connect it to your computer/iTunes. It will download the latest iOS and install it for you. Good luck.
