I have a MacBook Pro '13/early2015 with Mojave on board (10.14.6)
boot rom version mbp121.0167.b24
How can I update the firmware and stay on Mojave?
I think I should clean the disk, install a clean system online, and then restore the data from the time machine?
 
Firmware upgrades are installed during a macOS install.

Using the online system to reinstall the OS may reinstall Mojave so I recommend backing up wth Time Machine, upgrading to the latest OS from the current Mojave installation, reinstall Mojave, and restore from TM.
 
Why do I need the latest version of Mac OS?
You don't have to do anything if Mojave is working fine. A bootrom upgrade may be required to run a more recent OS which is why the bootrom gets upgraded during the OS update process.

Running a more recent bootrom with an older OS is fine but running a newer OS on an older bootrom make cause issues.
 
Have you checked out Silent Knight? It provides fully automatic checks of firmware and security systems. Great free tool (as are others there) --plus great articles. Supports Mojave n one of the versions..
