how do l delete an old icloud account

it is so frustrating, l went to https://idmsa.apple.com/IDMSWebAuth/authenticate and when l put in the icloud account, it says "This Apple ID has been locked for security reasons. Visit iForgot to reset your account (https://iforgot.apple.com)." so l visit https://iforgot.apple.com and input all l can but don't remember the answers, so how can l resolve this and put in my own active icloud account??

I don't think you can.

Correct me if I'm wrong, but you're asking how to reset your account or password without knowing the correct answers to your security questions. That would be a serious breach if you could.

Just let it RIP and create a new one if you want.

This is precisely why the rest of us keep a record of all our passwords and security questions... for exactly this eventuality. Try doing the same then you won't have these issues.
e.g. I use 1Password for this, others likely use something similar or at the very least right down the answers.

I already have an icloud account, how can I use it for my iphone 5s, which has my x icloud account which I don't remember pw, etc ? I read somewhere that you can try upgrading the software, latest IOS
