I try to find iOS Widget menu in my iPad Mini 2 but was not success in the setting icon. So where did Apple locate the widgets function?

In the today section of the Notification Center or when you swipe to the right when you are on your unlocked (first) home screen.

Thank! To anyone that need this info, choice "edit" push button and it on the right hand side after you page down a couple of screens and touch the red circle "+" to add the particular widget.
