iPod how do you charge ipod touch via wall outlet?

Yes, the standard Apple USB wall charger for iPods and iPhones will work fine. It's about £20 in the UK.
Yes, you'll get it in any Apple store, or Apple licensed outlet, or airport electrical shop; I got one the day I first bought my iPod. They are about 25. Actually, whenever I travel, which is often, whether by bus, train, or plane, in addition to my iPod, I always pack the wall charger, as I find that I don't always need to take the laptop. Cheers.
Its probably the same charger that comes with the iphone isnt it? It works fine but the usb section is a bit short.
Yes, the same charger will work for both. You should be able to use any iPod USB cable with the charger so if you get a longer Dock/USB cable it should work...
