Is there anyway that I could enable or disable Personal Hotspot with my iPad without showing the password like this?

To create a QR code for your personal hotspot on your iPad, go to the settings and select “Personal hotspot”. Activate the hotspot by clicking on the slider next to “Allow access for others”. You can then generate the QR code using the shortcut “QR code from text”, which contains the Wi-Fi password and the network name.
 
You can turn the hotspot on/off through the Control Center, or create a shortcut that does it.

Note: When you turn it off through the Control Center, the "Allow Others to Join" setting will still be enabled if you look at it, but the hotspot is actually off. It'll be discoverable and devices can connect to it again once you turn it back on through the Control Center, or by viewing the Personal Hotspot page in Settings.
