How do you know if an app is Universal?

Has anyone figured out a good way to spot universal apps in the iPad app store?

Some apps list iPad, iPhone, & iPod touch as their platform yet are at an iPhone resolution while others list the same platforms and are at an iPad resolution on the iPad. Am I missing something?

They have a little Plus (+) symbol on the button where you would click to buy/install). like "[+ .99]"
