How do you rearrange tabs in Safari 15 on Big Sur?

When I try to drag the tabs left and right, the Safari window hides and it acts like I'm trying to pull the tab out into a separate window. I can't rearrange tabs at all no matter what I try. Is there a new trick to it?

Make sure you aren't dragging the tabs up or down (this prompts the separate window). Make sure you're dragging the tabs over one another into the spot that you would like them to be in.

I think this was a bug, because I installed the Safari 15.1 beta and the problem is gone.

This was only an issue on my laptop which can't get Monterey. I guess Apple's paying less attention to bugs there.
