To receive calls in Gmail:

Make at least one outbound call from Gmail.
In Google Voice, navigate to Voice settings under the gear icon.
In the Phones tab, click the check box next to Google Chat.

Have you setup your browser to do Voice Chat (need to install the plugin) and made at least one outbound call as they require?

I did set up Google Voice and used a Google phone number to make numerous outbound calls.

Was the call made from within GMail ? Sorry it wasn't clear if you made call from Google Voice or GMail which are two separate things.

Do this - Login to GMail and expand the chat on left. Then click "Call Phone" and proceed to make a call. Then retry enabling the check box.

I attached the screenshot of what I'm seeing

No checkbox next to Google Chat.
