So, is there a technique to getting these 2 screws undone so I can insert a PCI card?

the screws dont come off. they are attached to the piece of metal. you can detach it when the screws are fully unscrewed.
 
2010 Westmere Mac Pro... Don't currently have a screw driver that fits that slot. I think it's a Phillips #1 slot?

Didn't say anything about removing them just loosening them. Most video's you see you are of people who just undo the screws with their fingers but that not working for me.

Well then you'll need to use a screwdriver; there's not much that's tricky here. Some are finger tight, many are tighter.
 
Technically they are thumbscrews, but frequently the first time taking them off needs a screwdriver. The whole plate lifts up by the way, allowing access to the slots.
