How Do You Stop Unwanted Apps Downloading After Factory Reset?

On my Pixel 4a running Android 11, I did a factory reset but it automatically downloaded and installed Apps such as T-Mobile, don't know where that came from and a few others like Duo and Docs. I remember accidentally stumbling on a setting that lets you check and uncheck a list of those apps somewhere in Settings but I haven't been able to find it since.

Does anyone know where to find this list?
