How do you turn microphone on?

Hi guys you know there is this microphone sign on top of my screen when you move the cursor up?

It shows a line across this microphone icon which means that the microphone is not turned on? How can I turn it on so that it doesn't show a line across the microphone?

I am trying to use voice command.

Hope someone can help.

If you want to use Dictation the default is Press Fn Key 2x. If you want it on all the time you need to go to System Preferences: Accessibility and setup.
