Patiently wait a week and there will be tons of videos talking about it.

My estimation is it will not be as powerful as M1, but not by a huge margin (2x 3x etc).

There were some Geekbenches.

iPad mini 6:
Single: 1596
Multi: 4558

iPad Pro (M1):
Single: 1707
Multi: 7215

This might be the reason Apple downclocked the A15 in the iPad Mini a bit, compared to the iPhone 13. They don't want to beat the Pro. The iPhone 13 got like 1738 in Single Core.

how much is multi used for web browsing and basic app use that isn’t editing video and photo and such

For web-browsing, basic app use, day-2-day messages, safari, & IMDb. ANY iPad in the current line-up will be more than enough from the cheapest budget iPad to the most expensive iPad Pro. Heck, even the iPad Air 2 from 2014 (which is still supported by iOS15) is enough for these tasks, although the age and lower ram is starting to show.

So pick the size and features for the price you want to pay, and know with confidence that it will be enough to support your needs. If your needs change in the future you can upgrade at that point and get the newest specs.
