I've been searching on the forum and just can't find an answer. I've been testing it myself and it looks like I have to connect my ipad to charger for it to auto-download new issue.

This is really stupid because I don't charge my ipad everyday but there is new issue of NYT every morning.

Can anyone confirm this?

The subs that I have that support auto-downloading don't need to be plugged into power for them to download. Every morning I get the newest version of a paper and I don't charge every night.

New updates are pushed to your device once in 24 hours. Imagine your iPhone/iPad receiving a push notification in the background; that notification will wake up the app, and download the latest issue.

Newsstand has nothing to do with when your next issue will be push to your device, but the publisher check the app of your magazine, make sure download in the background is enabled and you should be set!
