How does the App Library initially choose the most-used apps?

I see it highlights the 3 most used apps in each folder. Does it have this data from iOS 13 when you install iOS 14? Or does it start from scratch to see what you use once you've installed iOS 14?

Hope what I'm asking is clear!

Guessing it works the same way Siri suggestions works, It learns which apps you use most over time.

Right but when you install iOS 14, are the 3 apps highlighted per App Library folder just guesses? Or does it use usage date from iOS 13?
