How does the Watch behave when cellular is never enabled to begin with?

Title says it all...

When cellular is never enabled on the Watch, does it behave the same as the GPS-only Watch? Is the icon for cell connection still present in Control Center?

It behaves like an iPhone in airplane mode. The control center has a cellular radio icon but it doesn't do anything. There are no cellular related icons on the watch face. But...you can still call 911 without an active cellular plan, which is pretty nice.

So even though I won't have cellular activated, I can still call emergency services outside of range of my iPhone if the need arises?

It is a law that all cellular devices must be able to dial 911 even if the cell service is cut off.
