how does volume limit setting work?

I set the ipad and 4s to around 50% of the volume limit slider and the music is still loud. like nothing has changed. I'm using the built-in speakers.

According to this site, it suppose to work that way? http://www.apple.com/sound/faq.html

It only affects accessories plugged into the headphone jack like headphones, etc.
