I hear in iOS9 there is this cool new iCloud drive service from Apple. I already paid for my storage each month so might as well use it.

Yes I wish they'd add downloading to Mobile Safari -- to iCloud Drive or the device itself.

I'd also like the ability to share files and make folders public.

Depends what you want to download?

Luckely there are internet browsers build into e.g. Documents 5 app which can download e.g. a PDF document from the web and then store it in e.g. iCloud Drive or other cloud services.

It does remain odd that Safari doesn't offer this feature yet.
