when I'm on my mac my iMessages pop up in a notification there and not on my iPhone, but it doesn't always work. How does iMessage know where to push the notification to? and why does it not always work?

I have always gotten iMessages on both devices. If I'm on my MBP, the message notification appears there and later (like a minute or two at the most) the notification appears on my phone).
The pattern that I've noticed is that the message gets pushed first to the last device used to send or read a message. Then if you don't interact with the new message in any way a few seconds or a minute later I hear all my devices go off.
From what I've seen its pretty consistent. I know a lot of people around here seem to have problems with iMessage or FaceTime but I've been pretty lucky. It's one of the features that does just work for me. It's not perfect by any stretch but it's pretty good for me.

Yes that's true and I have all my devices set up the same way as I'm guessing most people do. Signed with iCloud on all devices and added my phone number to all devices. So for me what I said above stands. Whatever device I use last to interact with iMessages is the device that a new message gets pushed to first.
