How is Apple with feedback and how is the moddin society?

I haven't followed Apple very closely so can anyone answer these questions please.

1)How is Apple with public feedback and reacting to it with firmware updates and patches?

2)How is the society for 3rd parties creating or trickin Apple products to do things it couldn't? Like how long do you think it would take people to find a way to get ringtones to play on the thing if Apple didn't quickly take a step first.
