I don’t know when this started but I’m thinking it’s an iOS 15 enhancement? My Wi-Fi and Bluetooth are both turned off on my iPhone but I am still able to control lights and electric plugs throughout the house using the Home app on my iPhone . How is this possible?

With Wi-Fi and Bluetooth still off on my iPhone, I turned off Wi-Fi assist and Home app still worked. I then turned off cellular data and Home app no longer worked. I still don’t understand how it works using cellular data. My Phillips Hue hub is only hard-wired and is connected to my Wi-Fi router. The plugs don’t have access to my cellular data either.

Your home hub (could be your iPad Pro, Apple TV, or HomePod) is allowing you to control your smart home devices while you’re not connected to your WiFi.

Your smart home devices don’t have access to your cellular data, only your phone does. Your iPhone is just connecting to your smart home devices, via your home hub over cellular data. This feature has been around for a while?

Wow I didnt know this! Thank God I have an unlimited cellular plan. My iPad Pro is not on, I guess it's using my Apple TV or HomePod. I feel like I'm being watched and listened to.
