His feedback is pretty much impeccable so I bought one...$150 iTunes code for $100. Email delivery. Worked perfectly.

The odd thing is, I bought the code, then he immediately emailed a code that was only valid for $100. I emailed him back asking about the mistake and he sent another code for $50 right away. Has this guy hacked the system or something?

I would not say at 95.6% his feedback is impeccable.
One of his buyers suggests he is using a stolen credit card.
Who knows, if that is true he will get busted eventually.
 
I only done this once for a $100.00 itunes code for like $60.00, I am not sure how they do it and like the next day I bought the code his auction was canceled but I still got the code.

If he had a stolen credit card, why would he be wasting his time selling iTunes credit on eBay?

Same reason credit card thieves offer to fill up your car at the gas station at a steep discount if you pay them cash or the same reason they offer to buy you subway tickets at a discount if you pay them cash. If they try to buy stuff from a store, they might be asked for an ID and get into trouble. If they order online, they have to give an address that police might use to track them. This is the simplest way of converting a stolen credit card to cash, before the actual owner cancels his card.

Impeccable? Don't you buyers get a clue from a seller's wares by going through their feedback and discerning if it is a legit operation or not? Here's what can be found from the first two pages itself:
