Considering updating a family member’s from Mojave to Ventura (4 leaps)

If not that upgrade path then maybe Monterrey (3 leaps)

Kept it on Mojave when Catalina was a bit finnicky early on when the computer was purchased

256gb ssd (screw mechanical HD configs) but otherwise base specs and 8gb ram 2019 27” iMac.

Absolutely fine for me. Just bear in mind that jumping past Catalina means 32 bit apps are left behind, and also you'll replace iTunes with Music. The benefits of Ventura are.... now let me think .... nope, can't think of any!

I've got Ventura running on a 2017 iMac, it's fine as long as you're not doing anything too power-intensive.

Playing music and browsing with a few dozen tabs open? Completely fine.

Processing 4K video or trying to compile a big project in Xcode? Wellllllll... that requires quite a bit of patience. 😅
