I have some music that I've ripped from Mixcloud and Soundcloud and added to my iTunes library. How long will it take for them to show up on my iOS devices? I added them several hours ago but they're not on my devices and all I see in iTunes is a dotted cloud next to the track. I almost feel like turning iCloud Music Library off. Syncing video is so much easier because the cloud isn't involved.

The dotted cloud means that it hasn't synced to iCloud yet. You can force this by selecting the tracks, right-clicking them, and selecting Update iCloud. The time that it takes to show up on iOS devices varies, but it's quite a bit faster than it used to be.

i have 20,000 tracks in Apple music, and it takes a good 2 minutes or so on my Mac.

if u were signed in on any iOS as u added them from Mac, they should appear immediately. if not, turn of icloud music library on those devices then switch it back on.
